I’m confused - this is a primer but the instructions say to put it on over makeup. Isn’t primer the next step after sunscreen and moisturizer - and makeup after primer??

Agree - this is INCORRECT!  This is a PRIMER (before make-up).  Go to the mfg. website - says... On clean  dry skin  apply your usual day cream then apply the STEP 1 PRIMER - SHINE CONTROL using your hands. Start applying product to the middle of the face then work to the outside in very light movements.
