is this water based or sillicone based?

The 1st ingredient is aqua(water). However, there is dimethicone and other silicones in the ingredients. The best way to figure out what the ingredients are is to GOOGLE the ingredient, which will explain what it is/does. So I would say this is water-based, but with the silicones in there, it may balance out. Unless you have allergies to silicones, it might alright. Good luck.
