Does.this replace a toner? or do I use both in my routine?

It depends on the active ingredients in the toner you’re using, since some toners are gentler while others have high concentrations of salicylic and/or other acids. If you use a toner with salicylic acid and these at the same time, it may dry out your skin and disrupt your skin’s moisture barrier. And these are essentially a toner just in pad form. Even with my oily, non-sensitive acne-prone skin, I don’t use these as well as a toner. At worst, it will dry out or irritate your skin, and at best, it will basically just not do anything extra to be helpful.
