This is common for balms that are plant oil/butter based, and contain mostly natural ingredients, when the weather is warmer

In particularly warm environments, plant oils can rise to the surface of such natural based formulas, temporarily. They will reconstitute upon first use (when the surface, the seal, of the balm is broken by your finger) and the phenomenon won’t occur again.

Plump-C is slightly over 95% natural, so this is expected in the summer months in some parts of the US and internationally.
