Is this safe on the eyelids?

This is 1% encapsulated retinol. Your eyelids are very thin and delicate, therefore you may want to try a lower percentage and work your way up over time as your eyelids get used to it. With any retinoids it’s better safe than sorry as damage is difficult to fix.
