This is a Powder Blush and Highlighter combined. 
(needs to be applied with a Blush Brush for Powder formulas – any brand is fine)

I'd say around 13 or 14 for this specific Blush/Highlighter hybrid...but it's just makeup.

I don't know how old your child is, but there are more natural-looking Blushes (without the combined Highlighter) that would be better for a younger child or any age.
And, a Cream Blush, Liquid Blush, or Blush Stick (cream formula) would be easier for a child to apply with either their fingertips, a Cream Blush Brush, or a Beautyblender...instead of a Powder Blush that needs to be used with a Blush Brush.

But, it's your decision on when you want to let your child wear a product like this.
