You would use this definitely under your makeup (foundation). Layer your creams from thinnest to thickest then lastly your foundation (I personally like to start with my eye cream first  then hyaluronic acid lotion avoiding eye area  then moisturizer with spf   then a primer  then my foundation). I let each layer somewhat dry before introducing another. Then apply your makeup i.e. eyeshadow  mascara  face powder  lipstick  blush etc. (if you were to the put this spf on top of your foundation you just ruin all the work you put in to for smooth flawless look with your foundation  why would you do that )  Hope this helps.
