Does anyone else have trouble applying it? I cannot get it to go on my eyes and have had to press down really hard to get it to show up on my hand to test. Does it need to be wet first?

This is the worst eyeliner I�  ve bought. I had to take it back three times and the eyeliner still does not transfer any color and I�  m so upset because I like the green color
