Yes, you can!

That's why I bought it and it works really well. 
I also bought the Hourglass Ambient Soft Glow Foundation Brush, which also works really well!

Both of the Hourglass Foundation Brushes work with the Hourglass Veil Skin Tint 
(but, personally, I kinda prefer the Hourglass Ambient Soft Glow Foundation Brush)
