Do these come full to the top?

Products do not have to come filled to the brim. They state in their bottles their content. That content is the amount of product you are purchasing, most products do not have to fill the whole bottle, simply because the bottle is made bigger than the label stated content. You are buying the content, not the full bottle guarantee.
