You can apply it over your entire lip, either lining your lips and diffusing the color with your finger to fill in your lips or using the pencil to fill in your entire lip. I have done both. However, I would recommend that you prep and moisturize your lips before you do so. It’s a matte finish, so while it doesn’t dry out my lips entirely, it does help if I prep and care more my lips (exfoliate and moisturize them) before I use the liner, and also as a regular part of my skincare routine.
