How is this Sephora “clean” if it has fragrance (parfum)?

The Sephora so called clean requirements allow fragrance , or at least used to, if under 1 %. Here I noticed it?s not listed in the ? includes? description of clean and fragrance is higher up in the ingredients list than you?d expect. I avoid fragrance and cannot take a brand seriously if they include it in skin care.
