You should as a rule of thumb use moisturizer to lock in serums before spf for skin care. If before makeup I'd do toner, moisturizer, eye crème then primer. This product is water based. I also don't recommend for dry skin. This products absorbs immediately but didn't add hydration for me. I recommend for normal to oily skin. With my dry skin I used this once and returned it the same day bc it left patches under my base and cracked.
