So is this pigmented enough to just be used as a blush? Or do I have to use blush first before applying this?

You have to apply your blush first and your concealer and Patricks, transitioning concealer, then you apply your transitioning blush. it's supposed to create a flawless finish , it is not made to be a blush ,it is a transitioning blush for your blush
