The bottle says matte setting spray. Why are MUAs calling it and using it as a fixing spray?

Setting Spray and Fixing Spray are essentially the same thing.

They both lock makeup in place...but usually Fixing Spray uses alcohol and polymers to absorb sweat and oil while also locking makeup in place. 
And a Setting Spray kinda "melts" makeup together to make it look seamless, complete, and skin-like.

The term "Setting Spray" is just more universally recognized and understood.
