Is this a good first step for dehydrated skin? Does it hydrate at all? I like to put a hydrating essence on before my red light mask, and then after that I do my milky toner.

Yes, this is a great hydrating toner! Not sure about adding this and then doing red light therapy, but it’s a good post-cleanse light hydrator.
