Which is better for controlling oil - this one of the 20% one?

I honestly think you should consider how sensitive your skin is. Higher concentrations of ingredients could potentially be more irritating. I think both products are great but this one is cheaper. Both are effective treatments but the 10% is probably better for daily use/sensitive skin.
