Of course if your skin is flaking or if you have really bad dry patches, I doubt any foundation would be able to conceal that.

I have thick eyebrow hairs that have a mind of their own and this keeps them in place all day without “glueing” them to my face or getting flaky. This is my new brow go-to for sure! Highly recommend...It actually lives up to its claims - it doesn’t flake and actually does help hydrate so brows aren’t dry or flaky on their own over time.
